The quick explanation is something like this: -Rename your current D2 install folder to something else (I usually pick something like Diablo II - Standard) -Reinstall D2, update to 1.11b, and install PlugY using the installer. Then start the launcher, apply your settings, and launch v1.13. From my own experience, the install.exe doesn't work for some reason. Create a desktop shortcut to PlugY.exe (which will be in your Diablo folder) Run from that shortcut. If all your going to be using D2SE for is this mod alone, just copy the POD folder into the V1.13 folder of D2SE and overwrite. Unzip everything into the Diablo 2 folder.
